Its purpose is to regulate both stormwater and non-stormwater discharges to the storm drainage system, as required by federal and state law and to protect and enhance the water quality of watercourses, water bodies and wetlands in a manner consistent with the Federal Clean Water Act and Colorado Revised Statutes (latest edition).
